In what sense "burnished" is used in the following sentence?

"A tall, burnished American in a white lawn shirt perched on his stool, playing with an olive." (The Foreigner, by Francie Lin)

In what way is he burnished... ?

    We can only guess. One possibility is that he is suntanned, possibly with some kind of
    oil on his skin. Another is that he is very clean. I wonder about authors who write such stuff.
