The protagonist, Philip, worked as assistant for Doctor South at a rural hospital for fortnight as soon as he graduated a medical school. He was invited to a hop-field at Ferne by his middle aged friend Athenly, where the Athenlys goes every autumn.

...........................................
It was late in the evening when Philip arrived at Ferne. It was Mrs. Athelny's native village, and she had been accustomed from her childhood to pick in the hop-field to which with her husband and her children she still went every year. Like many Kentish folk her family had gone out regularly, glad to earn a little money, but especially regarding the annual outing, looked forward to for months, as the best of holidays.
[Of Human Bondage by Somerset Maugham]
I'd like to know why it is "but especially regarding the annual outing, looked forward to for months, as the best of holidays," not "but especially regarding the annual outing as the best of holidays, looked forward to for months."
Thank you in advance for your help.

The grammar allows either option, but there is more emphasis on what is placed at the end.
