This is an extract from Wedding Season by Katie Fforde. They are discussing about the wedding with the bride-to-be.

And we could put some (Swarovski crystals) on the dress to tie in with the cake? And maybe embroider some little trees? It would be very subtle, only visible if you looked really closely, but on the hem or the veil – it should be possible.’

I wonder if "it should be possible" goes with "but on the hem or the veil" or it goes with the whole sentence? I don't understand the meaning of it. Could you help me with it? Thanks.

    Ms Fforde is saying that putting Swarovski crystals or embroider some little trees would not be a good idea on another part of the dress, but on the hem or the veil – it should be possible [to place them there and thus enhance the dress's beauty.]’
