Whats the meaning of "but rather rely" in the sentence below?

"Few existing applications use serializable isolation in production, but rather rely on pessimistic locks that effectively force a serialized execution of operations in certain situations."

    So I'd say that 'but rather rely' could be switched to 'instead, they use/instead they rely'...

    so they don't rely on serializable isolation, they rely on pessimistic locks that force it

    The sentence is poorly worded. "But rather rely" should be "rather, most rely." That would make the sentence much clearer.
