By the time/whenever

1. Paul always let me know by the time/whenever he was going to be late.

Context: I got this sentence from my grammar book in which the right answer is "whenever."

I can't understand why "by the time" isn't right and "whenever" is right.:confused:

    whenever = every time

    by the time - examples
    By the time I got to Paul's house it was 6pm.
    It was already dark by the time I arrived home.

    Something had already happened before the action in the sentence (6pm arrived before I got to Paul's house/it was dark before I arrived home
