Hi all,

I just saw this question in my textbook:

By what time should the people going to Hawaii have their luggage checked?
The sentence seems wrong to me. Shouldn't it be:

By what time should the people be going to Hawaii have their luggage checked?
I think it missed a be. Am I right?

    By what time should the people (who are) going to Hawaii have their luggage checked?

    It will be okay if you get rid of the end "By what time should the people be going to Hawaii?"

    But as you can see, the meaning changed.
