    A cassa professionale is usually a form of (private, not government)insurance linked to a given professional category, Engineers, Doctors, etc. etc.

    Ir sounds like it could be similar to what (in AE) is called a "Performance Bond". Usually required of the contractor by the owner as insurance to cover costs to the owner if the contractor does not complete the contracted work as specified. Performance Bond insurance is purchased by the contractor at his own expense.
