Ce n’est pas tout à fait la bonne carte

Translating a Canadian French newsarticle about flooding, and the announcer is saying that there has been a lot of rain, yet things seem to be clearing up. However in one area, they are still getting rain, and he will show us what happened. Then he says: Ce n’est pas tout à fait la bonne carte.

There is nothing in the context dealing with (credit/ID) cards; he is just describing the local conditions.

My take: things aren't so good at all. Help anyone
