c'est pourquoi / cela est pourquoi

I know that it is not good to put "c'est" in a sentence because it is a little to oral however, would saying 'cela est pourquoi' be viable ? To me it doesn't sound natural but maybe I could get some insight from a french speaker :)

For example at the start of the sentence:

Cela est pourquoi le poète met cote à cote les deux villes

    I don't know what makes you think that c'est is oral language.
    At any rate, you would never say cela est pourquoi** but indeed c'est pourquoi.
    'C'est
    'is often used to lay emphasis on something, as you have many examples here.
