This is from a planning document of a cancer research group.

The sentence is.

We are looking for suggestions for a new name (cfr head and neck cancer). There is no other direct context. So I assume that "cfr head and neck cancer" is a name of an existing cancer organization? But I could not find it online.

Does cfr mean cancer family registry? And the research group sees this registry as a good name and wants to give itself a similar name?

You have given very little background. What are the cancers they are researching? No, cfr does not stand for cancer family register.
