As global warming is getting worse, we're thinking of changing over to use a new type of energy.

Hi,

Are both "over" and "use" in the above optional? If not, can you tell me why? Thanks in advance.

You do not have to include the word "over" in your sentence. You also do not need to use "use", however you have used it incorrectly. If you are using it, it should read:
As global warming is getting worse, we're thinking of changing over to using a new type of energy.
