It would be helpful if a native French speaker could confirm whether this usage is strictly limited to Belgium. In any event, a 'seau à charbon' is defined by the TLFi as a "Seau pourvu d'une ouverture en biseau, qui sert à transporter le charbon domestique."
In English this object is generally called a ‘coal scuttle’, a term which already has its own entry in the WordReference dictionary. There does not, however, currently appear to be any mention of the term ’seau à charbon' in the article ‘charbon’.

I’m not entirely sure, but the object in your second photo is, I think, called ‘un bac à charbon’.
After a very quick search, I haven’t spotted any mention of this term in the WordReference dictionary, nor does there seem to be a relevant thread, which is hardly surprising given the scarcity of such objects nowadays.
