Because we would say 'service charge' for what you have to pay towards maintenance of common areas etc., but utilities are normally billed individually for each flat, just like they would be for a house, and it would be the tenant who has the contract with the utility company. I'm wondering if the translation should be 'service charge and utilities' or if I should put 'service charge' and 'utilities' as two separate Dterms (which is what I've done for the moment) - perhaps with a note?
