    Neither. It should be compared to not comparing to. Secondly the two halves of the comparison should balance - cities and villages. In any case, it is simpler (which to me means better) to use than.

    Keep it simple:
    Cities are more polluted than villages.
    Cities tend to be more polluted than villages.​
