city marked by one colour

Hello everyone,

The narrator in the documentary talks about the meaning of red colour for the city of Kaiserslautern.

Red is a mark of identity. A city marked by one colour, that of the impetuous Frederick I, 'Barbarossa'. The same shade as the stone of the palace the emperor had built in 1152. The team of a city of 100,000 inhabitants could not wear any other colour on its shirt. They are the proud “Red Devils”, the nickname of a club whose golden age arrived in the fifties with the brothers Ottmar and Fritz Walter.

What does "city marked by one colour" mean, given that the Kaiserskautern coat of arms contains while colour as well?

Thank you.
