As its name tells, eyebright is one of the best plants to drink as an infusion or to use as an eye wash to cure eye diseases, as it reduces inflammation. By analogy, some believe that a person can drink the tea to produce clarity of vision when endeavoring to enhance concentration.     The writer avoids saying the tea will improve concentration. She says 'some believe'. This phrase is a cunning marketing trick often used to make unfounded claims!

    In the context provided, I think it means that as the infusion helps clear one's eyesight, some believe that such action also offers the benefit of letting one think more clearly.

    It is meant as an analogy, two different types of clear vision. Literal and mental. You rinse your eyes to see better and drink it to think better ..... If you believe it.
