Does "clubby" here mean "socially exclusive and snobbish"? That is, such behavior is like that of members of a club that is exclusive: You cite my paper and I cite yours while refusing to cite those not written by the members.

    It means that their behaviour amounts almost to nepotism, or what in the UK would be called “the Old Boys’ Act” — that is, a tight-knit group all looking out for each other, to the exclusion of anyone else.
