Collective nouns name a special class, name groups [things] composed of members [usually people].

Depende en dónde estés. Aquí en Norte América se dice "the police are", sin embargo "the government is" "the family is" etc, creo que en Inglaterra optan por el sustantivo colectivo en los dos casos.
