Jane Austen's brother Henry was the editor of, and a writer for, a comic Oxford University periodical.

Is "a comic Oxford University periodical" a cartoon periodical or just a periodical containing funny stories?

I'd say the latter. "Comic" meant humorous in the 19th century, and the connotation of cartoons or "comic books" came much later (1930-40s), and mostly in America.
