    They both meaning "arriving" 1) in the Order Departments and 2) (it is reported that the fish are swimming into / arriving) in the bay / the waters they are talking about.

    I think both are incoming information.

    In the first case, what's coming in are orders for merchandise.

    In the second case, it's reports of where the fishing is currently successful.

    In neither case does it tell you how the information is coming in.

    Presumably, though, fishing information is not coming by mail. If that were true, by the time it arrived it would be out of date.

    It's probably either being phoned in, emailed in, or being personally reported at bait shops or places like that.

    What they are saying is that if you want to go fishing, these are the places that people are saying they are currently having good success.
