would you say:

We can afford to contact our family and friends more often with this communicating tool.
OR
We ..... communication tool.

The first one sounds better to me but a fellow student said it may be communication.

A communicating tool is actually communicating itself.

A communication tool is supporting others doing the communicating.

Edit: In your context, communication is better.
