Here's a chart that compares water pollution levels in Europe and the US.

Can I use this simple structure?

Or should I use something like this: Here's a chart that compares water pollution levels in Europe to those in the US.

    I have my doubts regarding the first one; but the second seems fine to me.

    I think you may also say "Here's..... that compares water.....levels between Europe and The U.S."

    I am not a native speaker so hopefully someone can offer some useful insights into this

    It sounds fine to me. To make it even simpler, you could omit levels.

    The chart is not necessarily contrasting pollution in the US with that in Europe (as in your second sentence). It may also be comparing pollution within each of these regions.
