Hi folks, I've watched a documentary titled 'Winter on Fire' and at some point the subtitle reads

Yanukovych secretly negotiate a competing alignment with Russia.
The phrase "competing alignment" confuses me a bit. What does it exactly mean? An alignment in which two sides still compete with each other?

    The sentence reads "While promising EU membership to the public, [Viktor] Yanukovych secretly negotiates a competing alignment with Russia."

    His alignment with Russia runs contrary to the promise of joining the EU, hence it's competing.
