completed to any one formula

Hi there,

I'm having troubles understanding the underlined part of this sentence, could someone hep me with that?

"Studies of economic impact are often commissioned, but these are not completed to any one formula". Methods and measures employedin these studies are highly variable and, as a result, it is not possible to make direct comparisons.

Does it mean what the next sentence explains? (That various methods are employed).

Thanks in advance!

It's an extract from a journal article on economic impact of festivals and events. Does it help?
