compter de la réception

Ce n'est qu'à compter de la réception des documents que le contrat sera en viguer.

Only upon receipt of the documents will the contract come into force.

Only when the received documents are acknowleged will the contract come into force.

(The question being, does COMPTER imply simple receipt, or does it imply that the receipt of the documents must be verified?)

"à compter de" just means "as of" or "as soon as", so "upon receipt of the documents" is perfect. The original sentence doesn't seem to ask for an "accusé de réception", which is an acknowledgment.
