Hi,
Many countries have taken note of this fact. They established public institutes to teach "Legislative Drafting Science" as a separate branch of legal studies. They have also confined the work on drafting laws to graduates of these institutes, as is the case of the Netherlands.

Is this part of the sentences understandable "confined the work on drafting laws to graduates of these institutes"? They mean that these countries only allow the graduates of these institutes to work on drafting laws.
