confusing time

Hi all,

Can "confusing time" express the same meaning as "chaotic time"?

It was a very chaotic time/confusing time, a time of a lot of distrust and a lot of fear.

    It does not carry the same emphasis. "Chaotic" sounds as if people's lives were disrupted. "Confusing" does not really suggest disruption, but that people were puzzled by what was going on.
