    That guy said "it's used only in Hochzeit." He is Japanese, though.
    Hochzeit means wedding in German, as I'm sure you know, but just to let others on EO know.

    I'm not sure what he means. You can congratulate someone, but you can't tell them "Congratulation!" You can only say "Congratulations!" or, being weird, "Let me congratulate you on..."
