conseils de classe de fin de 3ème

Hi everyone,

I'm having trouble understanding the sentece below, especially the part about the conseils de classe de fin de 3ème. This is taken from a document talking about apprenticeship in France and the role businesses and public policy play in it.

C’est exceptionnel, il faut le dire plus, notamment au moment où les décisions d’orientation – et donc d’avenir des jeunes - se prennent, parfois dans la confidentialité trop grande des conseils de classe de fin de 3ème

Any help clarifying the meaning of this sentence would be greatly appreciated!

    3ème is the last class of the French "collège" (ages 10-14).
    And a "conseil de classe" is the committee that evaluates students at the end of the year. The evaluation at the end of 3ème is important, as it sends students to this or that "lycée" (~high school).
