consejo popular (Cuba)

I'm now translating a Cuban billboard that reads:

"'con la flor de tu sonrisa'
Consejo Popular Camilo Cienfuegos"

I know Camilo Cienfuegos was a Cuban revolutionary, and he is depicted on the billboard.

What I don't know is how to translate "Consejo Popular" in this context.

"The Camilo Cienfuegos Public Council"?

    That is exactly the right translation, aloofsocialite, it gives the meaning of "consejo popular".

    Hi, I'm Cuban, and "consejo popular" means a different thing in this context, it isn't about " public council ", I would say that it doesn't have a translation, at least not in a couple words,

    A consejo popular in Cuba is a political/administrative unit within a municipality, roughly equivalent to “wards.” It can, of course, be translated as “popular/people’s council,” but that tells the reader nothing.

    Un consejo popular es exactamente eso. La traducción también es correcta. Para mayor aclaración con una nota al pie debería bastar.
