can anyone help me to undestard the following sentence?
Donors have consigned programmes in middle-income countries to a "bonfire".
The article is about poverty.

    My understanding of the sentence is that the actions of donors has condemned programs in middle-income countries to destruction. I would assume that the donors have stopped giving, so such programs are no longer funded, and will stop.

    "Consign" suggested a definite and final decision.

    The "bonfire" analogy implies that other things are being sacrificed as well.
