construction and/or development

I have a question about a sentence in a promise of sale.
" The architect appointed by the vendor for the construction and/or development of the building".
I've translated simply:
"L'architetto designato dal venditore per la costruzione e/o sviluppo dell'edificio".
I think that "construction" refers to the beginning of the work while development refers to the follow up of the same.
Is this interpretation right, and there are two Italian words to express this concept?
