construction: "when doing something"

how to understand the construction: "when doing something" ? examples:
1) he was always smiling when talking to us = he was always smiling when he was talking to us
2) stand up straight, Piercinald, when talking to the lower classes = stand up straight, Piercinald, when you're talking to the lower classes

is the meaning the same between these two sentences? is this how the construction works?

    Yes, that’s how it works. Including “he was” or “you’re” is optional in those examples. The meaning is clear without them.
