There are more than one underlying reason for the state of a current problem, say, backwardness of India. Like partners in the progress of the country, what are different parties or causes which are responsible for a big common problem called? - contributors? partners of problems?

culprits, conspirators, opposing forces, contributing factors, historical barriers, enemies, co-creators...

It would help if you could give the sentence itself, Dr. A. Some of these words would be wildly inappropriate in certain contexts.
