Are both sentences correct ?

22% of Australia's reef has died this year.
22% of Australia's reef have died this year.

    No. "Reef" is singular, and a fraction of a singular noun* is singular, so you need "has".

    *unless it is a singular collective noun or refers to a group of people, in which case it might be regarded as a plural.
