I don't understand the meaning of Corporate in this sentence:
"Headline financial analysis looks at inland rail as a standalone investment by a private,commercial entity within a proprietary limited corporate ownership structure"

    This means ownership by a corporation or a corporate body (essentially, a big company). The exact difference between a company and a corporation may depend on Australian law.

    By the way, 'proprietary limited', abbreviated Pty Ltd, is the official Australian term for a common kind of company structure: so you might have BHP Billiton Pty Ltd or Qantas Pty Ltd, where a UK company might have PLC, a German one GmbH and so on. (I don't know exactly how they correspond.)
