Correlative conjunction - Whether

Please let me know whether the following sentences are grammatically correct, especially in the context of using correlative conjunction whether in the subordinate clause 1&2.
The points to be included in the agenda.
1. The withdrawal of revenue recovery proceedings with reference to Mr.Daniel by HSBC Bank as the personal guarantor of M/s Phoenix LLP and M/s Golden Brown LLP, be made applicable, whether to other two Partners.
2. Whether the assets belonged to M/s Golden Brown LLC be returned or not, to the company represented by three partners, upon the repayment of the settlement amount.

    They are poorly constructed phrases, especially the first, which makes no sense at all.
