courriers à cheval presque militaires

    Could you please tell me are those courriers on horses were almost 'militaires' or only horses?

    Une équipe de secrétaires soudain apparus avaient composé et rédigé le texte des invitations qu’un contingent de courriers à cheval presque militaires, fut chargé de porter dans toutes les directions.

    The courriers (men) [on horses] are almost military. I suppose almost organized as soldiers are in the army.

    So the ajective describes both- men and horses?

    To me, is describes courriers à cheval.

    I see the à cheval as an adjective. It could just as well have been courriers montés (as in The Royal Canadian Mounted Police).

    So, men, mounted on horses, togetherr looked almost like they were in army?

    They had a military bearing, they looked like soldiers.
