Creative staff

Dear all,

I am currently translating a Russian text on theatre. The text uses a technical term, which may be literally translated to English as creative staff. My question is: is it usual in English to use the phrase creative staff as a technical term and not merely as an epithet (when, for example, praising your staff).

    There are quite a few examples on google of "production and creative staff", so I do think it's a special term.
    You should perhaps explain what they do in case someone with a theatrical background has other ideas.
