what does the phrase "cried ignorance" mean?

"After the financial system collapsed they cried ignorance that even a blind man could see coming."

It's a slightly odd sentence: I'd have expected "cried ignorance of" rather than "cried ignorance that". And I think a few words are missing.

But what it means is they claimed they were ignorant of [knew nothing about] things that even a blind man could see coming.

I agree with Loob about what it means: the problem is that it isn't expressed very well - it doesn't say what it means!
