crushes the bundle down

He finds a paper garbage bag and throws everything but the cell phone inside, crushes the bundle down, and ties the mouth of the bag.

I understand what "crush" means, but what does it mean in conjuction with "down", as used here? What does it add to the meaning?

    I think he means collapsing the bundle, making sure that the contents are as far towards the bottom of the bag as they'll go, so as to facilitate the knotting of its mouth.
