cut off vs. break off

Hi,

Are cut off and break off interchangeable in the following phrase, please, We could not agree on several points so we cut off/broke off talks regarding a joint venture?
Could you, please, tell me what´s the difference between them both?

    In my mind you cut off something at your whim; you break off the same with a consensus of those involved.

    He cut off the conversation several times by loudly interrupting.

    They decided to break off the engagement because of her repeated infidelities (women are such heart breakers).
