Does anybody have an idea of what this is? I have no further context, but it should relate to the automotive field.

I don't know, but I have found a possible context on the Internet ("bulk hole" could still be a spelling error?):

"Most of the improvements have been made to enhance cooling efficiency and reduce internal friction – for example, valve lifters have DLC (Diamond Like Carbon) coatings while camshafts and the forged crankshaft have microfinished surfaces. The adoption of two knock sensors in place of a single sensor coupled with the addition of a cylinder block bulk hole have seen anti-knock improvements while a new resin intake manifold reduces weight."

Thanks for the suggestions anyway. They might be correct indeed. There are very few Google search results for "cylinder block bulk hole".
