dès reception en ses services

Can anyone confirm or clarify the use of "en" in the following sentence. Context is a contract where one party shall, in the name of two organisations, pass information regarding a tender to the second party.

L’XXX s’engage notamment au nom de la AAA et de la BBB, à transmettre l’appel d’offre CCC dès réception en ses services.

This is my attempt
In particular, on receiving the tender details, the XXX shall, on behalf of the AAA and the BBB, transmit this immediately.

Sorry but I don't quite see how "en ses services" fits it unless it means it will send out the details to all its departments (ie BBB and CCC)
Could anyone help please?
