Is this just "unlocking" or something more "specific"?

Context: "§ Dénetlockage (DENET) : toute action permettant de débloquer le téléphone des Clients"

    I don't know for sure, but I would guess it's unlocking the phone from a specific network. Phones are sometimes sold cheaply, but they are 'locked' to a network and won't accept SIM cards from any other network (so you have to spend your money with the original network). They can be 'unlocked' to be used with any SIM. If someone French could confirm this it would help.

    D’après ce que j’ai pu lire, cette opération est associée au code SIM pour débloquer, dévérouiller le téléphone :
    « un code (ou des codes) appelé “de désimlockage” et / ou “de dénetlockage” que seul l’opérateur qui a subventionné le mobile possède »

    (..ils auraient pu choisir un autre terme !)
