Député en mission

An important report is written by a senior regional politician who has been sent to investigate opportunities for economic growth in a second region. It is signed XXXX,
Député en mission.

He is also an MP. Could this therefore be
'Delegate Member of Parliament'?

It's not the sort of subscript we often see in English. Perhaps: "Member of Parliament, member of (or if he is alone, "...responsible for...") the delegation/commission".
