Danish: Det slår langt fra til

Hello,

I have problems understanding this expression "Det slår langt fra til" and I'm not sure I got it right. Here are a few examples:

De penge, Odense Kommune har fået til at tage imod ekstra flygtninge, slår langt fra til. Sådan siger socialrådmand Steen Møller (K), der vil have regnet på, hva der skal til for at løfte opgaven.

SU’en slår langt fra til for de studerende i Danmark. En ny undersøgelse viser, at hver tredje studerende i dag får færre penge ind på kontoen, end de reelt har brug for. Helt nøjagtigt mangler de unge 970 kroner hver måned til de faste udgifter.

De midler, som FN råder over, slår langt fra til.

Does the expression mean something "being far from sufficient" ?

    yes -
    they can't make both ends meet at all / they can't make the money last out / it won't see them through by a long shot

    the Money Odense Municipality received for taking in refugies, doesn't last out
    the student allowance doesn't at all cover the students' needs.
    The monies at the UN's disposal, wont't meet the need by a long shot
