I have seen this phrase somewhere, but don't know the meaning precisely.

The beginning and the end of the sentence would be useful. Non the less:
(it) can't always be determinded whether ... / if ...

 

[bicontinental]

(it) can't always be determinded whether ... / if ...

It can't always be determined if (I'm sure it's just a typo, but...)
Other possibilities include decided, established, settled etc.
