dawn coming up like thunder

A person describes the arrangement of light on a museum piece like "the dawn coming up like thunder".
It seems to me he means the light is bright and in sharp contrast to the background. Am I close?

    I agree. He is stealing the phrase from Kipling´s epic poem "Mandalay" so it´s a famous quote that most people would be familiar with from schooldays.
    On the road to Mandalay,
    Where the flyin'-fishes play,
    An' the dawn comes up like thunder
    Outer China 'crost the Bay!
