I'm a lawyer but I don't have a clear idea of what actos de comisiones are about. It might be helpful to give more context on that.

The last part could be mercantile mediation.

Thanks Clavelito. It's a Public Deed/Corporate Charter about the constitution of a Public Limited Company, this incise is defining the purposes of the company (faculties, obligations, functions, etc.). So maybe if I write more lines of the pararaph you might help me:
